Why Liberty Dogs Opened On Schedule While Downtown Damonte Still Hasn't

If you drive Damonte Ranch Parkway past Steamboat Parkway on any given weekday, you have probably heard someone say "Downtown Damonte is finally happening." You may have said it yourself. The trouble is that the sentence bundles together three separate things happening on three separate clocks, and only one of them actually kept its date.
Here is what that corner actually looks like right now, thread by thread.
Damonte Ranch Town Center has anchored this intersection for two decades. Safeway and Home Depot hold down the big boxes, and a rotating cast of smaller tenants has filled in around them over the years, including additions like Roberto's Taco Shop, Brass Tap Brewery and Slim Chickens that moved in as the center matured. It is the kind of retail node that residents stop noticing because it has simply always been there.
That changed this summer, in a small but telling way.
Lamppost Pizza had operated at Damonte Ranch Town Center for 20 years, since the shopping center itself was new. In early 2026, the same ownership closed Lamppost and reopened the space as Amici Pizzeria & Bar, holding its grand opening on June 11, 2026. The pizza recipes carried over, but the menu widened into a full Italian-American concept with wood-fired and deep-dish pizzas, house-made pasta, chicken entrees, steaks and grilled salmon, alongside a full bar with craft cocktails and gaming machines.
The switch matters less as a new sign out front and more as a signal about the neighborhood underneath it. An operator does not walk away from two decades of brand recognition on a whim. Lewis Retail Centers, which owns the property, framed the move plainly: tenant turnover at a mature center is usually a sign the trade area has grown enough to support something bigger. Amici's full-service, sit-down format is a bet that Damonte Ranch has outgrown the fast-casual pizza counter it started with.
That is the one piece of this story that is simple. The other two are not.
Farther down Damonte Ranch Parkway sits a 27-acre campus that most residents have watched rise from behind a construction fence without knowing quite what it was. That is Liberty Dogs, a national nonprofit funded by the Dave & Cheryl Duffield Foundation that pairs U.S. military veterans who have post-traumatic stress with trained service dogs, at no cost to the veterans.
Liberty Dogs broke ground in October 2022. By November 2023, three of its nine planned buildings, a maintenance warehouse, a training kennel and a veterinary clinic, were already standing, according to the organization's own leadership at the time. On August 21, 2026, the campus at 1215 Damonte Ranch Parkway held its first Leash Passing Ceremony, pairing five U.S. veterans with shelter dogs that will now train together for the next nine months through weekly classes and one-on-one coaching.
"Today is what we call a pairing, or pass the leash, from our shelter dogs to our veterans," Liberty Dogs CEO Ondra Berry said at the ceremony. "So it's kind of historic for us as Liberty Dogs."
The earliest public timeline for this corner, floated by master developer Perry Di Loreto back in 2022, had penciled in the first quarter of 2025 for Liberty Dogs to be open. That slipped too. But Liberty Dogs's own materials settled on a 2026 opening well before this year began, and the August ceremony landed inside that window. Nearly four years from groundbreaking to first placement is not fast, but it is the date the organization itself had been telling the public to expect.
Downtown Damonte was first announced in 2022 as a 73-acre mixed-use district with a target occupancy of late 2024 to early 2025. That date came and went. In November 2025, developer Perry Di Loreto announced the environmental issues that had stalled the project were finally resolved in his favor, and the scope had been refined to a tighter 30 acres of offices, restaurants, retail and townhomes, built out in three phases. He set a new goal: visible vertical construction by summer 2026.
That goal is on hold again. As of July 2026, a final floodplain mapping review is keeping major construction from moving forward. FEMA is reviewing updated engineering data the city of Reno submitted after preliminary flood maps were released for the area.
The review process is "designed to ensure final flood insurance rate maps reflect the most accurate, localized engineering data."
Downtown Damonte's anchor tenant, once it opens, will be Ridgeline, the investment-management technology platform Dave Duffield founded in 2017. That overlap with Liberty Dogs is not a coincidence residents invented. When Di Loreto and the Di Loreto Companies first unveiled Downtown Damonte in July 2022, they presented it alongside the Ridgeline campus and Liberty Dogs as one combined vision, with Duffield himself describing the partnership as bringing Liberty Dogs "into the Downtown Damonte family." The three pieces were introduced together, funded by the same foundation and developed by the same partnership. They have not aged together.

The lesson here is not that one developer is more competent than another. Liberty Dogs is a single nonprofit campus with one funder and a defined program. Downtown Damonte is a multi-phase commercial and residential district that has to clear regulatory reviews a training campus apparently did not face in the same way. Different project types move through different approval paths, and floodplain mapping in particular tends to move on federal review timelines that no local developer fully controls.
If you have been waiting for Downtown Damonte's restaurants and retail to show up before you plan your next few years around the corner, the honest answer is that nobody, including the landowner, can currently tell you when that happens. Di Loreto's own public timeline has moved twice in the last year. The FEMA review has no announced resolution date.
What you can watch for is more concrete. Liberty Dogs is now operating and will likely become a visible part of neighborhood life, with veterans and their dogs training on-site over the coming months. Amici Pizzeria & Bar is open now at the Town Center, a genuine change to the weeknight dinner options on your side of the freeway. And if you want a read on Downtown Damonte's actual progress rather than its announced intentions, the useful move is the same one longtime residents already use for everything else on this stretch of parkway: drive it and look for the cranes, rather than trust the calendar.
The corner is changing. It is just changing on three different schedules, and only one of them has been keeping its word.
